Public Procurement and Human Rights in Northern Ireland

In 2013, the Northern Ireland Human Rights Commission published a report entitled “Public Procurement and Human Rights in Northern Ireland.” This report provides information on the legal rules, policies, and practices of public procurement in Northern Ireland, evaluates whether they are in line with relevant human rights standards, and provides recommendations on how existing human rights gaps should be filled. For example, the report found that existing guidance for public procurement authorities (published by the Central Procurement Directorate) does not specifically refer to human rights, and recommends that “[t]he CPD should immediately develop a Guidance Note on Public Procurement and Human Rights to addresss how human rights can be effectively mainstreamed throughout each step of the procurement process.” The report is available below.
